For the first eleven months acted as Chief Technical Advisor for the project. Set up project offices, recruited support staff, procured vehicles, computers and other equipment. Assisted in organising a national census of irrigation equipment. Produced a training manual on farm level irrigation. Analysed activities of the National Agricultural Research Services in irrigated areas and suggested future activities.
